Official creditors find Ethiopia’s revised $1bn eurobond terms meet Common Framework comparability

On 21 August 2026 Ethiopia’s Ministry of Finance and the Official Creditor Committee (OCC) concluded that the revised agreement in principle with holders of the US$1.0bn 6.625% Notes (due 2024) is, at this stage, compliant with the G20 Common Framework’s comparability-of-treatment requirement, clearing the way to implement the restructuring once documentation is finalised.

The OCC clearance removes a key procedural hurdle that previously blocked the exchange and reduces the risk of official-sector pushback when private bondholders are treated. However, the OCC flagged monitoring of a New Money Warrant and retained rights to seek adjustments if bondholder benefits prove excessive. Final recovery values, IMF-programme compatibility and formal implementation remain conditional on completed legal terms and follow-up reviews, including the IMF/World Bank debt sustainability analysis.

Finalize non-financial terms and legal documentation with Ad Hoc Committee; IMF/World Bank DSA update by end-2026.
