On May 15, 2026 the IMF noted that contingent liabilities from state-owned enterprises — explicitly naming COCOBOD — remain a fiscal risk for Ghana and called for tighter oversight and stronger SOE governance as the country transitions from an ECF to a 36-month Policy Coordination Instrument.
The desk brief
On May 15, 2026 the IMF noted that contingent liabilities from state-owned enterprises — explicitly naming COCOBOD — remain a fiscal risk for Ghana and called for tighter oversight and stronger SOE governance as the country transitions from an ECF to a 36-month Policy Coordination Instrument.
If COCOBOD’s contingent liabilities are recognized on the sovereign balance sheet or the government provides fiscal backstops, public debt metrics would worsen and investor perception of sovereign risk could deteriorate. That would transmit through higher sovereign borrowing costs and wider CDS spreads, especially on medium-to-long dated external debt, via weaker fiscal buffers and transparency concerns.
IMF Executive Board review/approval of Ghana’s sixth ECF review and the new PCI, expected around August 2026.
