IMF reaches staff-level agreement with DRC on 4th ECF and 3rd RSF reviews

On November 4, 2026 IMF staff and Democratic Republic of the Congo authorities reached a staff-level agreement on the fourth review under the Extended Credit Facility (ECF) and the third review under the Resilience and Sustainability Facility (RSF); the agreement is subject to IMF management and Executive Board approval, tentatively scheduled for December 2026.

If approved by IMF management and the Executive Board, the agreement would clear the way for additional IMF disbursements under the ECF and RSF to the DRC and could ease near-term external financing pressures. Conditionality and any higher access or relaxed fiscal ceilings requested by the authorities would affect the DRC fiscal path and debt-service needs; risk from Ebola, mine disruptions and inflation may raise implementation and financing risks.
