Ghana reaches staff-level agreement on final ECF review and a 36-month PCI (15 May 2026)

On 15 May 2026 IMF staff reached a staff-level agreement with Ghana on the sixth and final review of its US$3bn Extended Credit Facility and on a 36-month, non-financing Policy Coordination Instrument (PCI), signalling the formal transition from a financed bailout to a reform-focused engagement pending Executive Board approval.

The staff-level agreement and move to a non-financing PCI reduces the prospect of immediate commercial external borrowing and is likely to shift near-term financing toward domestic and concessional sources. Sovereign eurobond issuance is unlikely in the absence of Board approval and a clear market re-entry plan; private-sector borrowing costs may fall gradually as credibility gains are consolidated under the PCI. This does not itself trigger market settlements or disbursements until the Executive Board acts.
