IMF staff-level agreement with Senegal for $2.2bn ECF reached, pending board sign-off and creditor assurances

On 1 September 2026 IMF staff and Senegal agreed a staff-level 36-month Extended Credit Facility of about $2.2 billion. The agreement is conditional on IMF executive board approval and receipt of financing assurances from Senegals partners, and envisages a debt "treatment" for external creditors.

A staff-level IMF backstop should, in principle, reduce risk premia on Senegals medium-to-long dated external bonds by improving funding visibility and unlocking multilateral financing. Any actual compression of Eurobond spreads and easing of FX/reserve pressures depends on board approval, timely disbursement, and a credible, implementable debt treatment agreed with external (non-CFA) creditors — absent which market re-pricing may be limited or short-lived.
