The desk brief
On 6 October 2026 Rwanda and IMF staff reached a staff-level agreement on the first review of the country’s Extended Credit Facility (ECF). If the IMF Executive Board approves the review in December, the review would unlock about US$35.7 million as the programme’s second disbursement.
A staff-level agreement signals IMF technical endorsement and, if Board-approved, would provide a modest near-term boost to Rwanda’s external buffers and fiscal financing (about one of seven semi-annual ECF instalments). The move mainly affects Rwanda’s USD external financing and reserve coverage; it does not automatically change sovereign market pricing unless the Board decision or accompanying policy commitments materially shift perceived credit or liquidity risk.
IMF Executive Board consideration and decision on the first review, expected in December 2026.
