IMF says talks with Senegal ‘constructive’ and made progress toward replacement programme

On Sept. 1, 2026, the IMF mission in Dakar reported that discussions with Senegalese authorities had been “constructive” and that substantial progress had been made toward a replacement for the $1.8 billion programme suspended in 2024, while stressing that any staff-level agreement would be announced through IMF processes and has not yet been reached.

If IMF staff and Senegal converge on a programme, it would materially improve Dakar’s access to official financing and help restore investor confidence in its Eurobonds and regional UEMOA paper. Conversely, failure to secure a programme or clear treatment of previously undisclosed liabilities would leave markets reliant on sovereign fiscal consolidation and local retail/regional funding, keeping borrowing costs and rollover risks elevated.

IMF mission chief Mercedes Vera-Martin’s end-of-mission statement and any announcement of a staff-level agreement (expected immediately after Sept. 1, 2026).
