South Africa and Malaysia lead 40-state UN push for new mechanism to enforce international law

On 26 Sep 2026 South Africa and Malaysia convened a high-level meeting at UN headquarters with ministers and diplomats from about 40 states and proposed a new UN mechanism, modelled on the 1962 Special Committee against Apartheid, to monitor compliance with international law and strengthen enforcement and accountability.

If adopted, a new UN compliance-and-enforcement mechanism could raise conditional political-risk premia for jurisdiction-sensitive African credits, most directly South African sovereign and large SOE exposures. Stronger enforcement or greater accountability could alter counterparties' legal remedies and operational access, increasing perceived risk where contracts rely on weak extraterritorial enforcement. This is a prospective policy change, not evidence of market repricing.

Follow-up consultations among participating states and any formal proposal to the UN General Assembly or Security Council.
