The desk brief
On 29 May 2026 National Treasury published a Sovereign Use of Proceeds Framework and an accompanying Second Party Opinion, establishing eligible categories, governance and reporting principles for potential ZAR- and USD-denominated sovereign green and sustainability-themed instruments. Any issuance remains conditional on internal readiness, project pipeline confirmation and budget/market conditions.
The framework increases issuance readiness and investor visibility, which may broaden the ESG investor base and help establish a sovereign green reference instrument for domestic and regional issuers. It does not by itself change South Africa’s funding volumes, timing or the sovereign yield curve; an actual issuance and its currency/size would determine direct market transmission.
Treasury confirmation of an inaugural sovereign green bond launch date and size (targeted as early as fiscal year ending March 2027) or formal decision to defer.
