An SPR exchange that puts up to 40 million barrels into the near-term market increases effective supply and can exert downward pressure on global crude prices, benefiting oil importers and reducing near-term inflation/import-bill pressure. Conversely, oil-exporting African sovereigns (e.g., Nigeria) could see weaker export receipts and strain on FX and fiscal balances, which may widen credit spreads on vulnerable maturities if prices fall materially.
Bids for the RFP are due by 11:00 AM Central Time on October 6, 2026.
