The desk brief
On 14 April 2026 the UN Security Council unanimously adopted Resolution 2819, extending the Libya sanctions regime and the Panel of Experts mandate and renewing Member States' authorisation to inspect and take measures against illicit petroleum exports into August 2027, while adding narrow exemptions for the Libyan Investment Authority and targeted technical assistance.
Resolution 2819 keeps in place authorisations to inspect vessels and return illicit cargoes, maintaining operational legal risk for buyers and counterparties dealing with Libyan crude. The continued interdiction authority could sustain a regional risk premium on Libyan-origin crude and preserve counterparty caution, but does not itself specify enforcement intensity or market-level flows.
Panel of Experts interim report due 15 December 2026 on sanctions implementation and illicit petroleum activity.
