On 11 September 2026 the UN Security Council unanimously adopted Resolution 2828 (2026), extending the 1591 Sudan sanctions regime (targeted sanctions and an arms embargo covering Darfur) and renewing the Panel of Experts’ mandate for one month, to allow more time for negotiations on possible expansion.
The desk brief
On 11 September 2026 the UN Security Council unanimously adopted Resolution 2828 (2026), extending the 1591 Sudan sanctions regime (targeted sanctions and an arms embargo covering Darfur) and renewing the Panel of Experts’ mandate for one month, to allow more time for negotiations on possible expansion.
The one-month technical rollover preserves existing targeted sanctions and a Darfur arms embargo while keeping open talks on expansion. That maintains elevated operational and financing risk for Sudanese sovereign and corporate counterparties and could sustain upward pressure on shipping and insurance premia for Red Sea/Horn routes, potentially raising trade costs and FX strain for Sudan if measures are widened.
Negotiations on expanding the arms embargo and listing measures before the Panel mandate expiry on 9 November 2026.
