Angola announces plan to open $18.6bn domestic bond market to foreign investors

On 10 Sep 2026 Finance Minister Vera Daves de Sousa said Angola is preparing to open its domestic public debt market—about 17 trillion kwanzas (~$18.6bn)—to foreign investors and is in talks with JPMorgan about possible inclusion in a new frontier-market local-currency debt index.

If foreign access widens and index inclusion occurs, the domestic kwanza curve could become an alternative funding channel, shortening external rollover needs and reducing reliance on dollar Eurobonds. The impact depends on investor access mechanics (capital controls, custodial arrangements), scale of foreign demand, and whether benchmark inclusion triggers passive flows; absent these, external rollover pressure may remain unchanged.
