Benin secures €500m AfDF‑guaranteed 12‑year international financing completed 18 Sep 2026

On 18 September 2026 the Republic of Benin completed a €500 million, 12‑year international bank financing supported by a partial credit guarantee from the African Development Fund and second‑loss insurance from the Islamic Development Bank Group’s insurance arm, to fund priority investments in education, health, water, infrastructure, energy and agriculture.

The AfDF partial guarantee and second‑loss insurance materially reduce credit risk for participating banks, improving Benin’s near‑term external funding profile and reserve dynamics. Conditionally, the transaction can lower refinancing pressure on short‑to‑medium maturities and modestly tighten spreads for WAEMU sovereigns and guarantee‑backed project financings, though actual market repricing depends on pricing, tenor structure and investor demand.
