Ghana completes IMF ECF and transitions to a non‑financial PCI

On 15 May 2026 Ghana officially concluded its IMF Extended Credit Facility (ECF) and entered a non‑financing Policy Coordination Instrument (PCI), shifting IMF engagement from funded crisis support to technical monitoring and signalling continued policy conditionality without new IMF lending.

The PCI provides an IMF signal of policy credibility but offers no new financing, increasing reliance on private-market access to fund external maturities. Absent clear progress on outstanding bilateral and commercial debt restructurings and on SOE reforms flagged by the Fund, medium‑term rollover risks for Ghana’s sovereign curve and fiscal trajectory could be repriced by investors reassessing contingent liabilities and funding durability.
