Ghana rules out Eurobond return in 2026 as it shifts to IMF Policy Coordination Instrument

On 16–17 May 2026 Ghana’s Finance Minister announced the government will not seek Eurobond issuance in 2026 and will transition from an IMF financing programme to a non‑financing Policy Coordination Instrument (PCI), removing external commercial borrowing from the 2026 budget assumptions.

By ruling out 2026 Eurobonds, Ghana shifts near‑term pricing drivers from new hard‑currency supply to programme credibility, IMF monitoring under the PCI, domestic refinancing, and any buyback or onshore issuance. Other active African sovereigns could absorb international demand that might otherwise have targeted Ghana; Ghana’s outstanding Eurobonds will trade on pull‑to‑par and credit‑specific signals rather than fresh supply dynamics.
