Ghana completes IMF ECF and moves to non‑financing Policy Coordination Instrument

On 15 May 2026 Ghana officially completed its IMF Extended Credit Facility (ECF) programme and has transitioned to a non‑financing Policy Coordination Instrument (PCI), ending an IMF‑backed lending arrangement and shifting future engagement to technical assistance and policy monitoring without additional IMF disbursements.

Moving from a funded ECF to a non‑financing PCI removes an IMF disbursement backstop. That reduction in official financing availability can raise refinancing premia on Ghana’s medium‑ and long‑dated external debt and increase cedi FX vulnerability if reserve buffers or sovereign–bank balance‑sheet links are tested. The PCI may, however, support credibility if benchmarks and technical assistance are strong and met.
