IMF (2026 Article IV) urges Ghana to keep quarterly electricity tariff adjustments, flags sharp disinflation

On 11 Aug 2026 the IMF, in its 2026 Article IV Consultation and Sixth Review under the ECF, noted Ghana’s disinflation (inflation fell to 5.4% by end‑2025) and urged the government to sustain quarterly electricity tariff adjustments to reduce energy‑sector fiscal risks and narrow the sector financing gap projected for 2026.

If Ghana maintains the quarterly tariff‑adjustment framework and other reforms the IMF endorses (cash waterfall, tariff reviews, revenue recovery), the energy sector’s contingent‑liability pressure on the sovereign budget should decline, easing tail‑risk premia on longer‑dated Ghana USD debt. This reduces the chance of future ad‑hoc government support to IPPs/fuel suppliers, which can otherwise widen sovereign spreads; actual bond repricing depends on investors’ confidence in sustained implementation and broader macro credibility.

Monitor PURC tariff review calendar and the planned concessions awards (transaction adviser in place; concessions expected by June 2027).
